A reduction in another area can just as easily be done.

Now the lottery was to reduce the property taxpayers burden on education and that still is not happening.

School districts should be required to reduce the amount of their budgets by what the state cuts them.

They should be banned from increasing local taxes to cover the loss of state funds.

Education funding was the main purpose behind the lottery to begin with!
